The Federal Service Labor-Management Relations Statute (the Statute) is the law governing relations between unions and agencies in the Federal government. The function of the Office of General Counsel (OGC) of the Federal Labor Relations Authority (FLRA) is to investigate unfair labor practice (ULP) charges filed against Federal agencies and unions and, where merit is found, to prosecute the case before an administrative law judge, or to engage in settlement efforts regarding the dispute, including the use of alternative dispute resolution. Additionally, the OGC processes representation petitions, holds hearings and elections, and writes decisions regarding unit issues. The OGC has a small staff in Washington, DC, and conducts most of its operations through seven regional offices throughout the country, including the Washington Regional Office which is located in the same building as the OGC. 

The Peggy Browning Fellow will work closely with the Deputy General Counsel, and with the Regional Director and Regional Attorney of the Washington Region, and perform a wide range of assignments related to OGC’s administration of the Statute. These include research assignments relating to the investigation and prosecution of unfair labor practice charges and the processing of Representation petitions, assignments related to the preparation of research and operations manuals that are posted on the FLRA website and used by Regional office personnel, and research and writing assignments related to training provided to agency and union personnel on their rights and obligations under the statute.

Where possible, the Fellow will be assigned to assist in the investigation of ULP charges or the processing of Representation petitions, and the drafting of decisional documents, including dismissal letters and Final Investigative Reports in ULP cases, and Decisions and Orders in Representation cases. The Fellow will, where possible, observe and participate in election agreement negotiation sessions and pre-election representation hearings, as well as help run representation elections. The WRO also actively engages in alternative dispute resolution with parties to ULP and Representation disputes, and the Fellow will have the opportunity to observe and participate in those efforts as well, to the extent possible.

Applicants for a Peggy Browning Fellowship with the FLRA OGC will need to have general knowledge of basic labor law.

The total ten-week stipend for this fellowship will be $4,500.
