The Contempt Litigation and Compliance Branch's principal mission is to compel compliance, through the institution of civil contempt proceedings, or punish through criminal conempt proceedings in the appropriate circuit court of appeals, when a respondent refuses to comply with a court enforced Board order.  The Contempt Branch also is responsible for providing guidance and assistance to the Board's 34 Regional Offices in enforcement and compliance matters. 

Work in the Contempt Branch is centered in three primary areas: civil contempt, criminal contempt,  and compliance guidance. Civil contempt actions involve, among other things, evidentiary investigations, the drafting of internal legal memoranda, the drafting of court pleadings, civil discovery (document production, requests for admissions, depositions, interrogatories), motions practice, bench trials, and the drafting of appellate briefs. 

Criminal work is done in conjunction with the offices of the U.S. Attorney in the appropriate district.

Compliance work includes the collection work of liquidated debts owed to the government through the following:  liens, garnishment, lis pendens, attachments, and bankruptcy proceedings.

The Peggy Browning Fund Fellow will assist attorneys in investigating contempt allegations, preparing internal legal memoranda, drafting discovery documents, preparing for trial, and drafting appellate and district court briefs.

Requirements: Second year law students or LLM candidates with a strong interest or background in labor law and who have strong research and writing skills.  The office may consider first year students who also have a strong labor background or demonstrated interest in the area of labor and employment.

The total ten-week stipend for this fellowship will be $4,500.
