The Division of Judges, National Labor Relations Board, employs approximately 40 judges located throughout the United States, including Washington, D.C. and San Francisco, CA. Judges hear unfair labor practice cases against employers and unions. These cases are tried all over the country, and the law clerk's primary job is to assist the judge post-trial in researching and writing the decision issued in each case.

The law clerk in this particular fellowship will work one-on-one with the San Francisco-based judges and will also have an opportunity to learn about, and observe, such NLRB functions as conducting representation elections and U.S. Court of Appeals oral arguments of Board cases. Also, when feasible, the law clerk will attend a local trial and follow that case through to its conclusion with a written decision. The total ten-week stipend for each of these fellowships will be $4,500.

The student program at the NLRB Division of Judges, San Francisco, provides selected law students with first-hand experience in dealing with live labor law issues during the course of their law school studies. Students seeking to enter this program should have completed a basic labor law course in law school or have prior work experience reflecting significant familiarity with the NLRB or the collective bargaining process.

The NLRB Division of Judges is headquartered in Washington, DC. The Division maintains branch offices in Atlanta, New York City, and San Francisco. The eleven judges currently assigned to the San Francisco branch office hear cases throughout a geographic area that ranges from the middle of the United States westward to remote Pacific islands. Students assist the judges by researching, analyzing, and preparing legal memoranda for pending motions or cases. Advanced students may also work in close collaboration with a judge to draft all, or portions, of the judge's decision in a pending unfair labor practice case. All students are provided with the opportunity to observe unfair labor practice hearings in the Bay Area and thereafter analyze the parties' presentations with the presiding judge. Students are expected to strictly adhere to the ethical rules applicable to the judges as well as agency rules pertaining to confidentiality and ex parte communications.

The Associate Chief Administrative Law Judge conducts an orientation for students entering the program that provides an overview of the National Labor Relations Act, the Board's operations, the research materials available at the San Francisco judges' library and other nearby locations, and the general office rules students are expected to follow. Each program student is assigned a private office at the Division's San Francisco office. The student is provided with a personal computer equipped with Word for Windows, WESTLAW, Summation, and the agency's ISP software. The branch office library contains complete sets of NLRB, F.2d, F3d, and LRRM volumes as well as a number of general reference works. The office support staff assists students in the completion of their assignments.
