Construction and General Laborers' District Council of Chicago and Vicinity

Chicago area (Burr Ridge), IL

This is the 2019 fellowship description for this mentor organization.

LIUNA’s primary mission is to protect the rights of our members, ensure them a decent and fair wage, and help them achieve a better quality of life through collective bargaining.  The mission of LIUNA is implemented through nine Regions, more than 40 District Councils, and more than 400 Local Unions.  The Chicago Laborers’ District Council negotiates collective bargaining agreements for our 15 affiliated Local Unions. The District Council represents a diverse group of over 20,000 hard working men and women in the construction, municipal, and industrial sectors, in 15 affilicated locals with jurisdictions covering Cook, DuPage, Lake, Will, Kane, Kendall, McHenry, Grundy, and Boone counties.

Our in-house legal department works in a fast paced environment and manages a high volume of grievances (approx. 100 pending) while generally counseling leadership on a variety of contractual and employment issues.  Our grievance department primarily files grievances seeking payment of outstanding wage and fringe benefits and we rely heavily on notes and declarations obtained from employee interviews to support these files.  In the last year we have collected over $1,000,000 for scores of laboring employees.  Both the District Council, our affiliated Locals, and our members will be benefitted by a law student who can assist in the information gathering and research necessary to successfully advance grievances.  The District Council will also benefit from the Fellow's research and writing capabilities.  The Fellow will benefit from hands on experience enforcing a collective bargaining agreement and taking an abstract written collective bargaining agreement and participating in how the terms are enforced in the real world.  The Fellow will further see their research potentially impact large, multi-year contracts, such as Project Labor Agreements.

The Fellow will assist at all levels of the grievance process under the supervision of In-House Counsel and the Grievance Director, including employee in-take interviews, information gathering from the Locals and our organizing committee, incidental research, attendance at pre-grievance hearings and settlement negotiations, and attendance at Joint Grievance Committee hearings.  The Fellow will also conduct reseach and draft memoranda to be used in NLRB hearings, Project Labor Agreement drafting, and in anticipation of federal and state labor and employment law litigation.

Spanish language skills are beneficial, but not required.  Completion of two years of law school by summer 2018 and completion of a course in labor or employment law preferred, but not required.

In addition to the basic application requirements (cover letter, application form, essays, resume), applicants for this fellowship must also include a legal writing sample.

The stipend for this 10-week fellowship will be $20/hour for 35 hours/week.
