Health Professionals & Allied Employees, AFT/AFL-CIO

Emerson (New York City area), NJ

This is the 2019 fellowship description for this mentor organization.  This fellowship has been awarded to Thomas Pope from Ohio State University College of Law.

HPAE is New Jersey’s largest and fastest-growing health care union; our 13,000 members are nurses, professionals, clinicians, and ancillary staff in hospitals, nursing homes, universities, home care, blood banks, and other health facilities in New Jersey and Pennsylvania.  HPAE is a progressive, democratic union whose goals are to advance the rights of healthcare workers through organizing, collective bargaining, member engagement, and community and political action.

This summer, HPAE will be engaged in contract and new organizing campaigns, in addition to ongoing issue-based campaigns. These campaigns depend on consistent member engagement from all departments of the union, and our members have been especially appreciative of the skill and training that law students bring to their work with us. Our summer clerks have done everything from planning direct actions, walking our picket lines, and researching land use regulations that supported one element of a comprehensive leverage campaign. One clerk was responsible for analyzing New Jersey's unemployment benefit scheme for almost a hundred locked-out members, who will never forget her time with them. Those members got their unemployment benefits, and that security helped us win the lockout and bargain one of the best first contracts in our history.

During the summer of 2019, HPAE's Peggy Browning Fellow will receive research and writing assignments concerning a variety of issues arising under federal and state labor and employment law. The Fellow will work closely with the Legal Department on labor arbitrations and may have the opportunity to second-chair arbitration hearings. The Fellow will also be asked to read and analyze historical HPAE arbitration decisions, as we work toward a much-needed searchable database of our own will include travel and/or work at HPAE’s offices throughout New Jersey and outside of Philadelphia.

The Fellow will be invited to attend HPAE's internal officer training.

It is preferable for the Fellow to work in HPAE's Emerson office, which is in the New York City area; however, the union will consider self-directed applicants who would work in our Haddon Heights office outside of Philadelphia.

The total ten-week stipend for this fellowship will be $6,000.
