To be qualified to apply for this position, applicants should have experience drafting collective bargaining proposals; analyzing applicable Federal law, regulations and Federal Labor Relations Authority caselaw to prepare briefing memoranda; assembling evidence and preparing witnesses for hearings; drafting legal submissions (e.g., pre-and post-hearing briefs, statements of position, petitions); analyzing proposals for negotiability and devising ways to overcome obstacles to reaching agreement; identifying and successfully managing varied and competing interests during the collective bargaining process; coordinating input from local Chapter leaders and updating them on bargaining developments; commenting on proposed regulations; soliciting and/or identifying qualified volunteers to participate in special assignments (e.g., workgroups, bargaining teams, labor-management committees); playing an active role in promoting labor-management partnerships; managing all aspects of the collective bargaining process; and devising strategies for producing negotiated agreements that advance chapter building.  Although a law degree is not strictly required, it is strongly preferred.  D.C. bar membership (or waive-in eligibility) is required for the Assistant Counsel position.  Proven leadership skills and the ability to perform multiple tasks under tight time constraints are essential.  Periodic travel outside of the Washington area may be required.
