About Our Honoree Catherine Scott Cathy Scott was president of AFSCME District Council 47 from 2007 until 2013 and was again elected president in 2019. She served as president of Local 2187 from 1993 until 2007 and was vice president of District Council 47 for six years prior to that. Since 1982, Cathy has worked for the union and has held many local positions including steward, chief steward, recording secretary and union agent. She has been a District Council 47 Health and Welfare Trustee and Legal Services Trustee since 1989 and is now chairperson of both Funds. Cathy earned a Master’s Trustee certificate from the International Foundation of Employees Benefits Plans. From 1971 until 1982, she was a social worker at the Philadelphia Prisons and Riverview Home for the Aged. The Local 2187 Steward Training Programwas co-authored by Ms. Scott, and she designs and teaches intermediate and advanced level steward training sessions.As a first-timemember of the 1982 union contract negotiating team with the City of Philadelphia, she wrote and negotiated the groundbreaking career advancement contract language. She has been a lead member of the union negotiating team for more than 35 years and has authored many of the improvements in contracts with the City of Philadelphia.
