the lead negotiator in contracts with the City of Philadelphia, the University of Pennsylvania, Temple University, the Philadelphia Zoological Society, the First Judicial District of Pennsylvania, and the Art Institute of Philadelphia. Her focus on organizing new union members resulted in the 2020 election of the employees of the Philadelphia Museum of Art to affiliate with AFSCME District Council 47. Cathy successfully completed the State and Local Government Program from the John F. Kennedy School of Government at Harvard University. She was the local representative to the citywide Redesigning Government Initiative (RGI) Committee, overseeing all of the RGI projects, and had personally designed and directed many of the RGI projects. Cathy chairs the Sick Leave Transfer Committee with the City of Philadelphia which provides paid leave for members with catastrophic illnesses. She serves as vice president of the Philadelphia AFL- CIO and is a member of the Philadelphia Coalition of Labor Union Woman and formerly an executive board member. She is a member of the National Organization for Women and regularly attends its conventions. Cathy has also served on the Pennsylvania AFL-CIO Work and Family Committee and has been a delegate to PA AFL-CIO conventions, the District Council 47 Delegate Assembly and AFSCME International conventions since the early 1980's. Cathy served on the Executive Board of Philadelphia Jobs with Justice and was the labor co-chair from 2005 to 2008. As an instructor at the Northeast Regional Summer School of the University Association of Labor Educators since 1984, Cathy specialized in leadership skills, grievance handling and conflict resolution. Cathy has a Bachelor of Arts degree from Pennsylvania State University and a Masters of Education degree from Antioch University.
